Multilingual Twitch TTS (cross-platform, web) is a web-based text-to-speech app that I built.

It supports multiple languages and can also do language detection.

Because it runs in the browser, you can choose which browser would be best. Some browsers are better for language detection whereas other browsers have higher-quality more natural-sounding voices if you don't need multiple languages.
